I like Navfree USA: Free Satnav a pure GPS offline map, works well for me. I only downloaded three USA maps as I don't need the entire USA. You have to download Maps of the states you want, I only travel in 3 states right, now so only need those states.

Waze unfortunately requires data connection. I need a pure GPS, which Navfree USA: Free Satnav is exactly that, not data connection required.
