Tablet Won't Charge

Hello everyone. I am new to the android community. I bought a cheap Android 2.2 MID FR-809 from China. Just opened the box today! It is now dead and I am not sure how to charge it. The plug that came with it is not something I have seen in the US. It also came with a USB cord and a USB adapter.

I would love to get it charged and back up & running... Please help.
