Because the whole legality of running the Android market on non-phones is a grey area and tablet producers do not want to get in trouble.
Thanks for the reply --- so if I can ask a follow-up ---- then how does "rooting" (I don't really know what that means) make it possible to access the market? I thought maybe it was a software issue.
Rooting gives you SuperUser access to the tablet. You can install custom ROM's and be able to do pretty much what ever you want to.
