3G connectivity in the Dominican Republic

Can anyone please tell me if the Onda Vi40 Elite will be compatible to use the 3G dongle in the Dominican Republic. I understand the providers band is 850 and 900, although that itself does not mean anything to me, as I'm a bit of a learner on this kind of thing.

Would I beable to connect to the internet without having a wireless contract while I'm there, thanks.

I think my question is do you have 3G connectivity in the US on a 850 band, does the receiver on the Onda pick up the 850 band, or another?
