Cannot create folders on a rooted Sylvania SYTABEX7-2 with 2.2

I am trying to organize the application icons on this tablet with no luck. I want a folder for games so my kids do not have to swipe through mulitiple screens. Additionally, as we have uninstalled applications, the icons do not auto organize and leaves empty spots where the application icon existed before it was uninstalled. On my other android phones/tablets I can easily create folders or move application icons, but I have no option to create when I hold down on the screen or go through the menu. Please advise because this is a little frustrating not being able to organize the screens better. Thanks​

I had the same problem with the empty spots where the application icon existed before uninstalling it and some apps wouldn't install an icon after installation. I would have to add it manually. Unfortunately, I don't have a resolution to the issue.
