Either system is corrupted, you got a bad internal memory (SD) or a device with some other defect.

Try this, in this order:

1. Remove any microSD in the external slot and turn tablet one holding down the Home (silver) button. A message will appear on screen, confirm with VolumeUP (volume up key, on the side of the tablet). It will erase all user data on tablet, it's like a factory reset.

2. Go to cobyusa.com and download the restoration firmware an follow the procedure to install it (there is a PDF you can download with more info as well). If you are using a custom firmware already, try re-installing it.

If neither work, then probably your tablet is defective.
