Mobo Player in the market (free) specifically lists flv files as one of the types it can handle (It handles lots).
They say this:
Mobo uses the FFmpeg decoder, so in theory it can play almost any video format that ie. VLC Player can decode. The only limits are the device's performance, video resolution and bit rate.

Buzz Player in the market ($5) claims to be able to play flv, along with a boat load of other types.

BS Player in the market (free) specifically claims to play flv.

There are at least 20 other video players in the market.

When talking about Android devices, you very seldom ask questions like "Does the Acer do this or does the Samsung do that".
Thats like asking if a Dell will do spreadsheets, or a Mac Book can send email.

You ask if there are apps for what you want to do, because all of these apps will run a almost any android device.
