Tried that but still says (can't open files) in my downloads any other ideas

Have you tried powering down your tablet, and then booting back up. What you describe could be caused by a process hung on I/O or some resource, and still locking a related file or files. A boot should clear that.

If that does not help, check again in Settings-->Storage that there is plenty of space shown under "Available" internal storage.

If you have done all of that, and the problem persists, a factory data reset should clear the problem by recreating/reformatting the internal user data filesystems. Backup any files you wish to keep before doing the factory reset, because that will wipe the user data storage areas clean.
