A few companies have locked or removed face recognition from their builds of ICS. The reason behidn it is it isn't secure and they do not want a false since of security on their devices. Since it can be bypassed with photos and other means, they have removed it all together from acer devices. Some other companies are doing the same till it is tweaked to work properly.

If it is flawed then it needs to be removed, but as mentioned stuff like that can always be installed after the fact when fixed or an alternative is found.

Third party is the only way. There is one app that actually simply unlocks the locked default. Google is aware of it and is redefining it for an update.

Voice unlock is a better more reliable option that isn't as easily trciked usign a voice recording.
