Flash on XOOM and Acer versus HP Touchpad

I want a tablet to use as a portfolio for interactive work designed in Flash. So I looked at Xoom and the Acer tablets, and the material designed with Flash looks sketchy, like blocky low-res. The same material viewed on the HP Touchpad looks the way it's supposed to. Why is this, and will the Android devices fix this? Is it the different OS? Different version of Flash? I really need this resolved before buying.

Version Android 2.2 above, them you can watch online flash video, but can not watch local flash videos.
