Have a question about google play

I am thinking on buying my first android tablet and i read google play is really good. I have 2 on my sight but while reading the reviews i noticed that some people said that they don't have google play and not allot of apps in market. Even if its true is there a way around it to have google play?(hacking or moding it?) Also read another that said it doesn't have flash. I'm new to the android and tablets, i need this mostly for reading pdf files, documents, web and a bit mp3. I have a low 100-150$ budget. I don't care allot about games.
I am thinking on buying one of these 2 or whatever good deal i can find.

But, there are other app markets you can access that have almost the same exact stuff:

AppBrain
Getjar

To name a few.
