Internal flash partation

Hi All,
i am new in Android tablet, i recently bought an onda v811 and it said it has 16G flash. however, i found there is only ~1G mount as internal storage while ~14G as SD. why it has to do it?
can i change it 1 partation for this 16G flash?
the V811 is running ICS.

i also found when i remove the external SD card some apps which is so called in SD card is missing, but i think the apps should be inside the internal storage.
is that a bug?

Hi the tablet does have 16gb, it partitions the memory 1gb for your OS, then 15GB for storage which will be bundled with apps leaving you 14gb, you can then add your own sdcard for extra, the 14gb is internal it just names it as sd, hope this helps.
