Is Cortex A8 S5PV210 running at 1.4Ghz make any sense ?

I saw some seller in AliExpress are selling tablets running at 1.4Ghz with Samsung S5PV210 Cortex A8. Is there any chance that it might be overclocked or just a word to boost sales ?
