Matrix Touchscreen Internet Tablet 2.3 can't set up wi-fi network get error message

I was given a brand new Matrix Touchscreen Internet Tablet 2.3 powered by android opened the box charged it and then tried to connect to the internet but when I went to Settings and Add Wi-fi Network it does nothing so I go to the top where it says Wi-Fi and click on it and it gives an "error" message simply says error I did everything from shutting it down to following the instructions for resetting factory settings . I have not been able to connect at all and could find NO phone numbers to call for tech support . Would appreciate any help thanks
