Mobile networks, The Application Settings ( Process Com.android.settings)

Hi,
I have WiFi and Ethernet both working, but when I try to set the Mobile Network I get this message.
The Application Settings ( Process Com.android.settings) has stopped unexpectedly, Force stop.
Does anyone know how to fix this please.

Yes I have searched and searched but can't find any thing that helps.
