New MID 80003 Google Android Tablet PC owner

I just purchased a MID 80003 google android tablet PC for my husband for fathers day. It came in yesterday. Neither of us have ever owned a tablet PC before, so we're not sure if the thing is broke or if we just don't know what we are doing. When we turn it on, a black screen with the green android comes on with the specs of the OS and such, but that's all it does. It doesn't go to a home screen with apps or anything. Do we need to plug it into the computer and download software for it? I searched the user's manual, but it is making it look like the home screen is supposed to automatically load. Help?
