newbie tablet guy question for onda v972

i wish i can help but not now for sure because i am a old rookie and i just baught it
ok i want some app on google play and i can't
they say i can't too
do i need to update to 4.2 ? if so how i do it ?
i have read some thread on this and i am really lost
some page are in chineese don't know why LOL (chineese tablet i guess)
pic tell all
so any help would be apreciate

i have upgrade with the 4.2.2
all work faster now and i am able to go to google play now
