PDN9" won't let me install more apps - is RAM or ROM my problem?

I have these amounts available: 27 MB RAM(of 198MB); 15.5 MB ROM(of 242MB); and an external SD card with 3GB(of 3.7GB). Which of these is limiting my ability to install more apps?Thanks

Your apps install on your internal memory which you didn't list but that should be what's causing the issue. However I have used some roms that allowed me to install like half as many apps as others so it could be that too

ah, Droid System didn't tell me that.
Looked on SD and device storage in settings, and see that I have 1.28G available. Why won't it let me upload more, with that amount of internal storage available?
Any thoughts?

The program that I have tried to load onto my PDN9" is AngryBirds Seasons, the free version. It tells me it has run out of space, to make space on my "phone". I know, it doesn't know I have a PDN9". Would this be an app that will not run on Android 2.o Eclair?

I just installed Wordsearch from the Amazon App store; some apps are downloading.
