phone ide and cell standby consuming a lot of battery

Hello!
Phone ide and cell standby Dose any one knows how to turn them off.i try using root explorer end rename those apk under system but i get the error that is read only file i can't rename them

I see them listed in the battery usage list, but do they actually use ANY battery ????

These are not the problem of Battery draining.
The not sleeping of screen is the problem.

As Rasta said this is not an issue. Cell functions are not using any battery. The exact amount "consumed by the cell functions" would simply shift to idle use if you made the mods so there is no point.
