problem with app

In the appslib, I'm stuck on an jnstallation of an app. The app was downloaded once before and erased to try to restart. But upon hitting the install button, it shows the bar at 0% and hasn't budged in weeks. Its stuck there and i cant kill the action or restart in anyway. Any ideas?

The app was installed once before and we uninstalled in an attempt to restart it. However, when we went to reinstall, the percentage bar shows up and is stuck at 0%, it's been there for weeks. I've tried re booting, killing and restarting the appslib and the like. Any other ideas of what I can do?
