I just got a 557 with scaling set to performance, but at 768mhz. How did you adjust up to 998mhz and why do you think the performance gains are so small?

I'm sure scaling is still taking place in the background. I think any cooked ROM. should help on that score.
I've had the cpu set really low and found no significant difference in operation. At least for my usage.
If you hit the Setcpu profile settings and pick the nexus it 'unlocks' the cpu speed.

That yielded a 591 quad and 5.3 linpack. Linpack still reports 768mhz.

Selecting the Nexus profile shows the frequency range available for that phone but does not unlock it on the S7. When you select the maximum (1Ghtz) the CPU will only reach 768Mhz, probably because it is hard coded in the kernel. Under-clocking on the other hand does work, extends battery life and has little impact on performance when set around 500Mhz.
