I have a RoHS tablet. Can I (and how) get to the (normal) Andriod market to download apps?

We need a little more info, RoHS is a pretty generic description. Do you know brand, processor, anything like that?

MID
Chip: VIA8650 800MHz
Operating System: Android 2.2
