Russian Support?

My friend just purchased the Vizio 8 inch tablet, and has rooted it, but is stuck getting the language/locale set to Russian.

Is this possible, or is a custom ROM required? I know there are locale apps in the market that change the locale for many apps and app names, but at the system level, all of the menus and settings are still in English. Any way to install an OS Language Pack or something to add Russian to the scanty list of languages under Settings > Language/Keyboard?
