stuck reboots to chinese

I have a F7 android tablet with allwinner a10 cpu running android ics 4.0.4 this thing reboots to chinese when I turn it off and it won't download from play store it shows the animation download starting and hangs there ?Any help ?

OKI got this figured out finally !! I went to the manufacture and down loaded the rom from them ! This rom should work for alot of tablets running Allwinner A13 cpu !Just go to MaiPad & Mapan Android Tablet - Maixin Group(CHINA) Co.,Limited - ****************- maixin.co and download the rom and instal everything works great on my tablet now! I downloaded the rom for a MX913 even though my tablet doesn't have any names on it or the box it came in!! Like I said this rom or any number of the onea they have will most likely help??
