SVP-TPC7901 downloading problems

I recently purchased a SVP-TPC7901 with the Android 2.2 on ebay. I like it with the exception it will not download anything. I get an alert saying starting download and then the alert disappears and nothing happens. Can someone please direct me to where I can get help? Thanks.
