UP for Samsung Galaxy GT-I9000 phone

My Samsung Galaxy GT-I9000 is currently running on Andriod 2.1. Can anyone advise what is good and can the OS be upgraded to? Andriod 3.0? I can't get connected to Skype after trying for 1 whole day.

3.0 is a tablet OS, not a phone OS. also, this is a forum for tablets, not phones.
