Brian,

There are a plethora of ways to transfer photos (and files in general) between tablet and PC.

My tablet has a microSD slot, SD slot and USB slot. Most of the time I transfer large files to a SD, microSD or USB drive and then use the card/drive in the PC. I also have shared network files on my PC and I will use ES File Explorer to transfer smaller files via the network.

You can also plug the tablet in via a USB cable, and if the PC installs a driver (either MTP or Mass Storage) you should be able to transfer files in Windows Explorer.

Beyond that you can:
Email photos/files to yourself
Use cloud storage (DropBox, Box.net, Google Drive) to share the files
If both have Bluetooth you can use Object Exchange (OBEX) profile to push files via Bluetooth
