What would i gain/loose by downgrading my galaxy2 7" to gingerbread? would i get better access to my ext sdhc?

My guess is that your access to the SDHC card wouldn't change much if at all. What is the issue you're having?

Your external SD card can be easily accessed using a file managment app. Some tablets come with them stock and others you will have to install one. If your looking to install/move an app to the external sd card I'm not sure if that is a possibility. I have apps on my phone that give me the option of moving to SD card but the same app on my tab does not allow me to. This may be because the OS sees the internal memory as the SD card as indicated by the directory tree (mnt/sdcard).
