Won't Start Up

I have a SC-MID 70 Google Android 2.2 OS, when I power it up after a full charge..all I get on my screen is the android. I can not do anything else. I tap or move a finger across the screen and nothing happens. I cannot get to any screen to set up my tablet.All I have is a blank screen with a droid on it. Any help would be greatly appreciated
