Xplore xp790 ips

Hi everybody!
I am interesting in buying android tab XPLORE XP790. It says that it has 16 gb of internal memory, but actually in tab settings its shown that you have 1,1 gb of internal memory. How come? And why is this tablet so cheap for its specification (only 200 €)? Thank you for your answers in advance.
