Having problems with downloaded apps working. After loadinf I get a notice aapp has stop working the has a report to send. I use a att wifi for internet access. Google does same sometime but has abitity to touch wait then it works again. Other apps sometime have only half function. Is the tablet at fault or the wifi ?

My first thought is that the tablet is at fault. Once an app is installed, (only) if it isn't using the Internet it should work fine.
On the other hand, of the only items causing problems are apps that access the net then it may very well be the WiFi. You could do a quick test by seeing if things are better at a public WiFi hotspot. I have a link below with a lot of suggestions on WiFi including ideas on how to test the connection.
