The first factory reset may not have worked as planned. Do at least one more.

If the apps you're talking about are apps you installed, that's to be expected. A hard reset of the tablet would return the tablet to the way it originally came from the factory and delete any apps or data you put on the tablet after you received it.

If you're referring to factory installed apps, they should still work but your settings and data would be gone. If they're not working, try another reset as suggested by Lee.
