connect via hotspots

I'm new to tablets so I'm kinda dumb about some things. I need to be able to get on line when at our lake house where there is no WiFi available. How do I use my cell to do this?

I have IPhone 4.3

I believe you need to either have the hotspot active through your cellphone provider or have it jail broken to use the tether feature.
