Just recently bought new cell phone through AT&T, they had special on the Samsung Galaxy Tab 4 android tablet. My question is: Is there anyway to use the tablet without going through AT&T and using my data. The tablet did come with cell #.

Data can typically be disabled in settings to ensure that you don't use it. However, as @Spider pointed out, so long as you know you are on WiFi that comes first and no data will be used.
