10 inch Android 4.0 16G Built-in 3G/GPS/Bluetooth Phone Call Tablet PC

My daughter has just purchased this tablet from FordEx in Hong Kong and for some reason it will not download skype yet has 3G Internet access.

She lives away so is she doing something wrong or is there something missing from Tablet.
Your help would be appreciated.

Using Skype doesn't require a 3G connection, it will/should work fine on WiFi, however I have no idea off hand why she can't download it. Are other apps able to install from the Google Store/ Also, what's happening when she tries to install it? (I assume it is an install rather than actual download issue, but you know what they say about people who assume)
