Are you trying to sideload apps? I usually put them in downloads, then open your file manager (I use es file explorer on my N7) and click on the app. It will run the installer. You need to make sure "Unknown Sources" is turned on under "Security" in your settings (the gear icon) as adding unapproved apps is a security risk.
