is there a way to install flash 10.2 or 10.3

I downloaded an apk, and when I install I can see it listed under applications, but it quickly reverts back to 10.1?

here its the solution for a working flash player, its called puffin browser, it comes with a real working flash player

kind of new to tablet world and afrakd of rooting. I downloaded puffin but still lagging with a v wkth streaming. Relally jst want to run espn3 but cant get streaming started. Any ideas?
