Samsung Galaxy Tab A Says The Hour And Won't Stop

so I have a Samsung Galaxy Tab A and last week it started to chime the hour every hour saying the hour out loud every time no matter if the sound is turned off and I think I have turned off all the accessibility things I could find in settings, I removed all clock based apps as well and still it wont stop. please help!
