supposed Firmware for RK2918 , model G709 , advise please

Hello i talk with the seller of my Mid tablet , Rockchip RK2918 , Model G709 and he gave me a link for the firmware , but it is a update.bin file that he told me to not insert on the TF Card (Micro SD) , he told me that i need to connect my tablet to my PC and put this file on the internal memory of the Tablet on the root directory , also he told me that i can use a Flash Tool to update firmware.

My question is :

1. he is not lying to me ?? can i update/restore my tablet with this method ??
2. its not supposed to be on the micro SD card (the firmware) for the upgrade/restore process ??
3. I cant connect my tablet to my PC , i tried an RK29XX driver and the driver from Google Android SDK with no luck , some advice on how to connect my tablet to my PC ??
