10 inch 2.2 Android Tablet

Asked this in another section but really didn't get answered . My hubby recently got a 2.2 Tablet because he travels for work and stays in hotels , well the problem he is having is he can connect to the WiFi but the User agreement wont load for him to accept it . Is there something he needs to upload or some kind of app he needs ?

just have him click on the browser webpage and hopefully the signin webpage will appear there for him to continue

Help pls why can't I allow to download any application. It seems I was block the market android I have is few and not good.
