Can anyone please confirm whether the latest firmware is for Haipad 701-R or not?

The firmware you linked to is not for the M701-R.

It is for the M7, M7+, M7M, and M7++ - which are four different models of Haipad tablet completely different from the M701-R.

There are different firmwares available for the M701-R depending on if it is a 2GB or 4GB, Samsung, Micron or Hynix chips, 256MB or 512MB.

So for Haipad 2G 256MB 701-R, is it the same that was released in April around and no recent updates available?
 
Yes, the April release: ????--www.haipad.net is the only Android 2.3 from Haipad for the 2GB M701 and M701-R. Since it was actually a custom rom created by a member at the 99Pad forums, and not created by Haipad itself, we'll probably only see an update if the original developer releases one. However a member here at these boards is going to attempt to update it, if they can figure out how the original dev made it in the first place without the source code.

A stumbling block for third-party devs is that Telechips has not released the source code for the Gingerbread kernel. The company has a bad track record of living up to its obligations under the GPL so there is once again an email campaign requesting/demanding that source code.

So which is the last most stable version of Android firmware for 701-R. I am running on 2.3 but it's not stable at all. Please help!
