on your windows PC push 'start' -> run (or execute or what ever it is called in your language) -> in that field put 'cmd' -> push return
in windows 7 you can put that 'cmd' in the search field
and it should give you the command line / console.

did you try?
No, you change into the directory where you installed the SDK and there into the 'tools' folder.
but i will not give you a basic DOS lecture here.
If you want to manipulate your Pad via the command line i think you should know the basics or at least be able to figure them out.
That is my opinion but i wellcome everybody to step in.

thanks dude btw i know basic dos commands i opened sdk and went to sdk directory and tools folder now what should i do?

when i went to sdk\tools and type adb devices it said its not recognized as an internal or external command :S

You must go to "android-sdk-windows\platform-tools\"
