Touchscreen won't respond.

I have just bought an Android tablet and charged it up. When I turned it on, it proceeded to a home page which showed the time, date etc. but nothing responds beyond that. There is an image of an unlocked padlock on the bottom of the screen. Am I supposed to do something with that? If so, how? Nothing on the screen or other buttons respond at all.

Put your finger on the padlock and drag it up until it unlocks your screen
