3G modems and android

    I have an Android 4.0 tablet and have bought an unlocked modem to connect to the internet. Once before I bought a dongle in the Uk for a computer to use in Spain but when I did so it only lasted a few minutes, presumably because it detected it was operating from abroad. I will be taking my tablet through Europe this summer. Does it matter where I buy the sim card or is it better to buy a card in each country? Also, do sim cards from different companies all need to be installed or is it just the modem software that is installed.
