Yes - but only with non-data GPS programs. I have used Co-Pilot and Sygic with no trouble.

Or if you tether it to your phone or device like Verizon's MiFi for an internet connection

The installed version does not allow for new routes or route corrections in a mobile and disconnected mode.

Sygic does work without a Wifi or Internet Connection but the maps takes up a lot of internal storage space.

Navfree is now available for the US and it seems to work fine, You only download maps for the states you need so it probably takes up less space.

You can do that with Sygic too, but since the maps contain 3d renderings of buildings, they take up more storage space.
