Hotmail on Honeycomb 3.1

Can Honeycomb 3.1 be linked with Windows Live and or Hotmail ?
I haven't purchased YET .Waiting for Toshiba Thrive . Almost bought Acer Iconia but Toshiba has full size SD card and removable battery.

Yes it can. There are several ways to do this, but if all you want is a local client for Hotmail, there are a couple of apps for this in the Market.
