NEXTBOOK7 model NX007SD4G can I use this and SDR Touch to control a dongle?

Hi all, new here. I have the Nextbook 7 as stated and was wondering if I can use SDR Touch app and a cable from the mini usb to a usb dongle (and a hamitup up converter) to control the sdr radio in the dongle to listen on amateur radio frequencies and short wave? I am not 100% sure the mini usb can power the dongle? If not I will find a way to power it. I have a laptop but I want to use the sdr with the cascade display as a stand alone receiver while the laptop controls the transceiver and run the logging program. Besides, I would like a smaller portable receiver to listen to the frequencies while not using the transceiver. Can anyone here help? thx Dave
