Swiftkey gets good reviews, but every time I install it, I get a message saying it can record all my keystrokes including passwords and credit card numbers.

Is this an actual security threat?

No. That permission is necessary for the predictive text feature of the keyboard to work. In order for Swiftkey to divine what it thinks your next word is, it has to be able to "see" what you're typing.
