WM8650 China Telecom Tablet system is damaged

hi i have 4 of these WM8650 China Telecom Tablet ufortunatly 1 of them when turned on it just flashes then comes up with system is damaged ,please recover from external storage could any one help me with this

Why don't you copy the (External storage files) From the other tablet to the one you have the problem with if the other three works??
