Android Tablet Log On PLAY store issues

**Please help **

I have an Android 4,0 OEM from Focal Price (China)

You can not log on to the Google / Gmail account , this means you can not log on to the PLAY Store

With perfect WIRELESS connection all I get is

"Cannot establish a secure conection.......Try again"


Any ideas??
